Public procurement stakeholders must ensure compliance with all applicable rules, codes of conducts and guidelines and adherence to the principles of public procurement: equal treatment, non-discrimination, transparency and proportionality.

All stakeholders involved in public procurement must ensure verification throughout the full range of concrete tasks, making use of available tools to assess the risks of conflict of interest, corruption on the one hand, and anti-competitive practices by suppliers such as collusion and bid-rigging, or potential problems with compliance in their work on the other hand.
